Dear Railroad Retiree:

As retirees, we should be aware of the value of our railroad retirement pension. No doubt each of us can list many reasons to be concerned by anyone tampering with it. Do not be confused, it still happens.

We are sure you are aware of the many changes made to the Act as a result of the collective efforts of Retirees, Management and Labor in 2001. The changes affect workers and retirees in a different manner. You need to know just what changes will affect you and your spouse. President George W. Bush signed the new law on December 21, 2001.

The Railroad Retirement Board has been designated as the Federal Agency to administer the many changes. Newly created widow (er) s have benefited already. Over 50, 000 widows have benefited and that is 25 per-cent of the total number of those affected. Additional changes will allow investment of the Railroad Retirement Trust Fund.

A seven-member Railroad Retirement Investment Trust has been named; three from Labor, three from Management and one Public Member. This Investment Trust has named Enos T. Troop as the Chief Investment Officer. The Trust is proceeding to be organized and will make a report in due time. Federal Law requires it.

NARVRE is also concerned with a National Rail Transportation Policy and supports the continuation and improvement of AMTRAK. As retirees we are concerned and support a program to include Prescription Drugs as a part of the existing Medicare Program. Our collective efforts are an important part of the passage of legislation of this nature.

NARVRE's strength in Washington comes from its members, thousands of retired and veteran railroaders from all crafts across the nation. Like you they have joined together for the purpose of protecting our retirement rights as granted by the Railroad Retirement Act of 1937 as amended.

Please complete an application and mail it with your check made payable to"NARVRE" to the National Office. A membership card will be sent to you upon receipt of your payment.

We ask you to consider whether helping to understand and promote your pension and other benefits is worth the small cost of membership. We think it is and hope you will join today. DO IT NOW --- DON'T DELAY!!!

Respectfully,

Whitey Westphal
